What commercial fire alarm monitoring does

When the fire alarm panel detects an event, the communicator transmits the signal to the central station. The response depends on the signal type and the procedures established for the account:

• Alarm signals identify fire-alarm conditions that require immediate processing and, when applicable, fire-department notification.
• Supervisory signals identify off-normal conditions such as a closed sprinkler valve or another monitored fire-protection condition.
• Trouble signals identify system faults such as loss of AC power, low batteries, wiring problems or communication failure.

Monitoring provides off-site signal response, but it does not replace required inspection, testing, maintenance or correction of deficiencies. A monitored system can still have impaired devices or unresolved trouble conditions that require a licensed technician.

When is fire alarm monitoring required?

Monitoring requirements are determined by the adopted codes, occupancy, approved plans, fire alarm system design and the authority having jurisdiction. It is not accurate to say that every commercial building has exactly the same requirement.

Some facilities require supervising-station service as part of their approved fire protection design. Others may have different arrangements based on the building, occupancy or local approval. UL-listed central-station service

Avenger Security uses a UL-listed central station for professional signal handling. Central-station operators follow the account instructions and applicable procedures for dispatch and contact notification. Each account should maintain an accurate emergency contact list so the correct people can be reached when an event occurs.

A proper activation includes testing alarm, supervisory and trouble transmissions; confirming panel and communicator information; establishing account contacts; and documenting how signals will be processed. Changes to phone numbers, building management or responsible personnel should be reported promptly.

Cellular, IP and dual-path communicators

Older panels may still rely on traditional telephone lines that are being removed, converted or poorly supported. A modern fire alarm communicator can use cellular, internet protocol or an approved combination of communication paths, depending on the equipment and project requirements.

The correct communicator must be compatible with the fire alarm panel and capable of transmitting the required signal information. The installation may also require programming, electrical coordination, permits, documentation or acceptance by the AHJ.

For many existing systems, replacing the communication method is more practical than replacing a functional control panel. Our technician first checks panel compatibility, available outputs, event reporting and the condition of the fire alarm system.

Taking over an existing fire alarm system

A building owner does not always need to remain with the company that originally installed the system. Avenger Security can evaluate many existing commercial fire alarm panels and determine whether they can be transferred to our monitoring service.

A responsible takeover normally includes:

• Reviewing the fire alarm panel model, condition and current status.
• Checking for active trouble, supervisory or disabled conditions.
• Confirming communicator compatibility and available signal reporting.
• Installing or reprogramming the approved communicator.
• Testing signals with the central station.
• Collecting emergency contacts and account authorization information.
• Documenting known deficiencies and recommended corrective work.

Existing deficiencies do not disappear when monitoring is transferred. If the panel is red-tagged, yellow-tagged or showing trouble conditions, the necessary investigation and repairs should be addressed separately.

Inspection, testing and maintenance

Fire alarm inspection and testing frequencies depend on the device, system configuration, adopted code, approved plans and local requirements. Commercial systems are commonly subject to an annual inspection, but individual components and special occupancies can have different testing intervals.

Blanket statements that every detector must be replaced after a fixed number of years or that every complete system is tested on an 18-month cycle are not reliable. Equipment should be maintained according to the applicable code, listing, manufacturer's instructions and AHJ requirements.

A complete service program can include:

• Required inspection and functional testing.
• Battery and power-supply evaluation.
• Smoke, heat, duct and initiating-device testing as applicable.
• Notification appliance and circuit testing.
